You might also find that within your documents folder a shortcut has been automatically created to the file you were trying to access, this is because of GPO services too.
Many Businesses Are Not Aware Of These Services

A big mistake made by many businesses during their initial implementation of GPO was not assigning proper permissions on the domain controller. This error will result in a variety of issues including errors with authentication or printing functions across different machines throughout the entire network.
One way they do this is through group policy preferences (GPP). GPP allows administrators to create specific configurations without having access to change the registry of the machines on which they are applying these changes.
GPO Name Spaces
The GPOs created by a domain’s Windows Server 2008 RODCs are stored in the NTDS Working Directory of the read-only replica. Because they’re not replicated out to other DCs, their access is limited to anyone who has authenticated with Active Directory and been granted permission. This means that only those authorized users can create new objects or modify existing ones through these policy settings. In addition, because only one member server holds this information for an entire site (and all subnets), it doesn’t matter if clients from another part of your network try to connect – they won’t have any effect on what policies apply to them anyway!
Because of the nature of RODCs, any policy that is targeted toward users or computers will automatically be filtered out. That means that if you create a new policy for your Sales department with some specific settings, only those who authenticate against one of these servers are going to have access to it! Similarly, if you try to apply it at an OU level – say in All Users – none of the users from outside the local network would even see this option available. There’s another important consideration here as well: because all changes made through Active Directory require write-back synchronization between member servers and domain controllers, there may also be significant delays before they take effect on other DCs elsewhere in your organization. This happens in addition to the replication latency that is already likely present.
When you create a new policy, the link order is determined by how each setting affects one another. The precedence is set at “Local – Site”, meaning it comes from this domain controller itself and not elsewhere in your organization. If multiple policies are created with conflicting settings for any particular user or computer object, then the last one that was applied wins out over all of the others! So if there’s ever an error about permissions being denied to access either security groups or organizational units – but don’t worry; we’ll cover those later on – this could be because these objects were already filtered through Active Directory first! This also makes troubleshooting much more complicated than other possible issues as well: instead of just checking which security groups a user is in or what OUs they have access to, you now need to check all of the GPOs that have been applied – both on this domain controller and elsewhere!
There are several other factors involved as well. In general, if multiple policies apply but only one setting conflicts between them for any particular object, then that policy most closely related to that group wins out over others.
